Approval of Minutes: January 26, 2000 amended “The RAA Swim Meet is on April 29 & 30, and NOT April 8 & 9”,and AMENDMENT: "Official's Report: (Marj Casagrande) There are two newly certified Administrative Referees: Joseph Friend [71434 Halgar Road, Rancho Mirage, CA 92270 jfriend@pdaq.org] and Jan Szuckiewiecz [23283 Sonnet Dr., Moreno Valley, CA 92557 ruszim@aol.com]. Marj is currently organizing a clinic with Clem West, to be held sometime in March. The clinic will not be a certification for computer operators, but will include some information for those interested in that area of operation.” Motion to Accept by Sally Olds, Seconded by Steve Walker; Carried.
OFFICER REPORTS:
Chair: (Cindy Robinson) The USA insurance only covers incidents that occur in the “direct line of sight”; meaning a coach must have the ability to visibly witness the incident. In the event that an incident occurs in the pool or on the deck while the coach is in the office, locker room, parking lot, etc., the insurance protection may not be enforceable. Forms are now available for Seasonal Membership, for Long Course Season by contacting SCS. A Grant program through USA Swimming is being offered through March 3, 2000. A website for the disabled www.challengeathlete.org may be visited to acknowledge the participation and news relating to many of these athletes in the sport of swimming. Assistance and/or scholarships for disabled swimmers may be reviewed on the web www.Predding@rehabchicago.org . Results for Postal Long Distance meet must be in by June 30, 2000. The LSC is working on a send-off dinner for Southern California Olympic Trial Swimmers.

Coach’s Report: John Ries stated that the Zone Selection process for 2001 will use a separate Zone Selection Meet comprised of the top 8 swimmers from both red/blue “AA” Meets in our LSC. The new Sectionals that will replace the Junior National Meet, will have a “dry run” this summer (2000) and will establish the forum for ensuing seasons (CY 2001 and later). This year, the “dry run” Sectional Meets are “closed” meets, whereby only swimmers from their respective LSC are permitted to enter their Meet. In the future, there will be a total of 12 Sectional Meets in the USA and it is possible that other Sectional Meets may be “open” for any qualified swimmers to enter into their Sectional Meet. There was dissatisfaction and concern expressed that the significance of the Sectional Meet has been diluted from that which was attached to the Junior National Meet. The qualifying times for the Sectional Meet will be considerably downgraded from the Junior National entry times. It was explained that the Junior National Meets were losing favor at the higher levels due to the perception that the teams may not continue to encourage and produce Senior National Swimmers after the Junior National level was achieved. John Reis proposed and motioned that the Eastern Section pose a letter to our LSC expressing our Section’s concern in this regard, Jim Rode Seconded, Carried.
Senior Rep Report: (Steve Walker) No Report.
Age Group Report: (Brent Gonzalez) No Report.
Review: (Mike Dickson for Louis Dudash) No Report.
Program Report: (Paul Gouailhardou) The program committee decided that the meet schedule for 2000 is final and no new meets will be added. Mike Dickson expressed his concern that we are only offering ABC meets in the fall, which does not meet the needs of the new BC swimmers who may be excluded from these meets (due to entry size restrictions). He also requested that (again) we consider these parameters when scheduling meets for the fall of 2001.
Official’s Report: (Marj Casagrande) Please review the aforementioned amendments to the minutes, as a belated request was made to more accurately reflect the Official’s report in January. There will be a clinic for all officials on March 12 at 1pm at Clem's house [1449 Fawn Ct, Redlands [909] 792-2806]]. Teaching the clinic will be Jack Argue, Clem West, Jim Dobkins, Marj Casagrande and Joseph Friend. All certified positions will be covered [Meet Referee, Stroke and Turn, Starter, Administrative Referee & Clerk of Course]. Also covered will be information for Computer Operators, as yet an uncertified position.

Athlete Rep: N/R
OLD BUSINESS:
1. The RAA meet in April will be a 3-day meet, beginning Friday night April 28th and continuing through Sunday April 30th.
NEW BUSINESS:
1. Steve Walker suggested that our Section have a 12-under All-Star Meet next January, to address those swimmers that previously were able to attend the senior “Q” Meet and to encourage our younger swimmers in the fall. It will be sponsored by our section and be directed for the “A” and above swimmers. It was described to include the following age groups: 8-under, 9-10, 11-12. The details and precise All-Star program will be prepared by, and then presented by Mr. Walker at the following Eastern Section Meeting.
2. Brent Gonzalez suggested that the Eastern Section “ditto” the All-Star program for an All-Star Meet in the Summer of CY2001.
3. Motion by Steve Walker; “To have the “AA” Max Meet in August 2000, be a 3-day Meet, open to B-above, and have Heats/Finals”, seconded by Steve Hass, Carried.
4. Motion by Mike Dickson; “Any swimmer (including “AAA” and “Q”) may swim in the relay events at these “AA” Max Meets”, seconded by Steve Walker, Carried.
5. Motion by Steve Hass; “The Eastern Section donate an amount of $250 as a scholarship for Rudy Garcia Tolson to use as needed for his participation in the Disabled Championships”, Seconded by Joseph Friend, Carried.
6. Motion by Steve Hass; “The Eastern Section pay for any related costs associated with the hosting of an Eastern Section website under the direction of Joseph Friend”, seconded by Jim Rode, Carried.
7. Motion to adjourn at 9:21 p.m. was made by Brent Gonzalez, Seconded by Steve Hass; Carried.
