2002 July Olympic Section Minutes Meeting of Tuesday, July 16, 2002 @ 8 p.m. AAF Rose Bowl Aquatic Center, Upstairs Meeting Room

Report of Olympic Section Officers:

Chairman: George Young: Present. LSC News Splash count & membership info: Splash count is higher and membership is lower. Straw vote on USA Swimming Fee increase asked for by Mr. Ross. Results 8 for and 16 against fee increase. LSC Officials Chair Committee: Chair will pick that person. Western Zone Championship: San Diego & Montana @ USC.

Vice Chairman: Kipp Sandvig: Not present. No report.

Treasurer: Tom Mirabella: Present. Treasurer’s report approved and passed.

Coaches Representative: Justin Davis: Present. Olympic Section vs. Sierra /Nevada All Star Swim Meet November 16-17, 2002. Qualifier meets: November 2-3, 2002 Downey and Industry Hills Aquatic Club ABC short course meets.

Age Group Representative: Jeff Conwell: Present. Athlete Rep Deadline: Only one swimmer turned in a letter for Athlete Representative.

Program Chair, Junior: Oliver Pena: Present. Bidding package will be mailed before July 31, 2002. August 14, 2002, deadline to return bid sheets at Section Meeting. September 10, 2002, Olympic Section Meeting, 1st round. October 8, 2002, Olympic Section Meeting, 2nd round for remaining meet host selections.

Meet Reports:
SGVA ABC July 21-22, 2002: Afternoon Session Approximately Times for warm up 12:30 to 12:45 and Meet start @ 1:30. Subject: Valid Entry times/From Troy Williams/Meet Referee/To all swimmers entered in the SGVA Meet. The time standards for this meet are indicated on the entry form. You must meet the minimum time standard to be eligible for this meet. If you swim this meet and do not make minimum time standard, you will have to show proof of time to the Meet Referee. If you cannot provide proof of time, I will recommend one month suspension, which will eliminate you from IHAC Section Championship Meet. There are two ways to enter this meet if you do not meet the minimum time standard for a given stroke and distance, Part 4.1.C.2, non consistent times in the SCS swim guide and Part 4,II.C Competition. Results will be highlighted to reflect swimmers who do not make minimum time standard; if your name is highlighted, you should see the Meet Referee or Admin Referee immediately before your next swim. Coaches should advise their swimmers as to the seriousness of false entry times.

Olympic Section A Max Championship 16-18, 2002 @ IHAC: Forms are out and on Web Site.

Senior Representative: Rick Shipherd: Not present. No report.

Officials Chair: Troy Williams: Present. We have a new Stroke and Turn Official—Miko Dieudonne. See New Business for the list of Olympic Section Certified Officials and Officials from other sections.

Registration Chair: Kristi Dauser: Not present. No report.

Review Representative: Bettie Williams: Present. Protest against official officiating on deck and not being registered with USA Swimming – Protest upheld. Letter was sent to official requesting his appearance at this meeting. He had stated verbally to meet referee and LSC Officials Chairman that he had registered. The registered letter asking him to appear was not signed for and returned. There has been no communication from this official. The official is hereby placed on probation for one year beginning July 2002. He may not officiate on any USA sanctioned deck. Parent protest final time recorded because it was different than time on score board. Protest denied. Parent will be reminded that the scoreboard is never official and may have components that are not working properly; this was the case at this meet. Parent was also upset that her son was referred to as “honey”. The board felt the term was not meant to be condescending but used because the name of the swimmer wasn’t known or possibly not remembered. Hearing: Because two protests were between the same teams the board, with the permission of both teams, heard both protests at the same hearing, but dealt with them separately. Recruiting violation – Protest Upheld: The assistant coach of a team approached two girls at a community center about swimming. The board felt his initial approach was innocent, but after being told by one girl that she was a member of a USA swim team, he continued with questions about joining the team he was associated with. The coach was placed on six months probation. He was advised to thoroughly familiarize himself with the code of conduct and requiting in particular. Actions of one team being detrimental toward another – Protest Denied: The protesting club stated that members of the other club were videotaping their swimmers at practice in order to show how many swimmers are at practice and also used results and splash numbers from the website to bolster their claim that the numbers are smaller than announced and their water time should be readdressed. The results from the website are not proprietary because they are public information, whereas the registration list is not. Videotaping a practice does not violate any specific rule. The board felt the issue of water time was not within our jurisdiction and should be resolved between the clubs and their school and/or city council.
