OFFICIALS CERTIFICATION REQUIREMENTS

Southern California Swimming certifies meet officials in the following positions:
Clerk of Course
Relay Take-off Judge
Stroke and Turn Judge
Starter
Referee
Administrative Referee
Meet Processing
The minimum requirement(s) to be certified for any of the above positions are
as follows:
Clerk of Course: Work at least two meets (four sessions) as a clerk of course.
One meet must be a manual meet. Pass the written Clerk of Course test.
Complete the Application for Certification form and have the Evaluation portion
filled in by the certified Administrative Referee or Referee who trained you.
This completed form is to be forwarded to the Section Officials Chair of Southern
California Swimming in which you reside (refer to the current SCS Swim Guide for
the correct name and address). It is additionally recommended that you be a non
athlete member of USA Swimming.
Relay Take-off/Stroke and Turn Judge: Be a current non-athlete member of USA
Swimming. Work at least three meets (six sessions) as a Relay Take-off/Stroke
and Turn Judge. At least one meet must be under the observance of a Level II
or Level III Referee. One meet must be out of Section. Pass the written test
for Stroke and Turn. Complete the Application for Certification form and have
the Evaluation portion filled in by the certified Referee who trained you.
This completed form is to be forwarded to the Section Officials Chair of Southern
California Swimming in which you reside (refer to the current SCS Swim Guide
for the correct name and address).
Starter: Be a current non-athlete member of USA Swimming. Be certified as a
Relay Take-off/Stroke and Turn Judge. Work at least six meets (twelve sessions)
as a starter. One meet must be out of section. One meet must be under the
supervision of Level III Referee. Pass the written tests for Starter and Stroke
and Turn. Complete the Application for Certification form and have the Evaluation
portion filled in by the certified Referee who trained you. This completed form
is to be forwarded to the Section Officials Chair of Southern California Swimming
in which you reside (refer to the current SCS Swim Guide for the correct name and
address).
Referee: Be a current non-athlete member of USA Swimming. There are three levels
of certification for Referee: Level I is for timed finals meets and requires certi-
fication as a Relay Take-off/Stroke and Turn Judge, Starter, Clerk of Course, and
Administrative Referee Level I. Pass the written tests for Stroke and Turn, Starter,
Referee, Administrative Referee, Clerk of Course, and Meet Processing. Complete the
Application for Certification form and have the Evaluation portion filled in by a
certified Administrative Referee or Meet Referee who trained you. This completed form
is to be forwarded to the Section Officials Chair of Southern California Swimming in
which you reside (refer to the current SCS Swim Guide for the correct name and address).
Level II is for heats and finals meets and requires certification as a Level I Referee
and additional recommendation by a Level III Referee. Level III is for Senior heats
and finals meets and requires certification as a Level II Referee and National Meet
Certification as a Chief Judge or above.
Administrative Referee: Be a current non-athlete member of USA Swimming. There are
three levels of Administrative Referee: Level I is for timed finals meets and
requires a certification as Clerk of Course and working at least three meets (six
sessions) as an Administrative Referee. At least one meet must be out of section
and one meet must be manual. Pass the written test for Clerk of Course and
Administrative Referee. Complete the Application for Certification form and have
the Evaluation portion filled in by the certified Administrative Referee or Referee
who trained you. This completed form is to be forwarded to the Section Officials
Chair of Southern California Swimming in which you reside (refer to the current SCS
Swim Guide for the correct name and address). Level II is for heats and finals meets
and requires certification as a Level I Administrative Referee and additional
recommendation by a Level III Administrative Referee. Level III is for Senior heats
and finals meets and requires certification as a Level II Administrative Referee and
must have worked at one National Meet in Administration.
Meet Processor: Must have attended at least one training clinic for that position
and processed one meet under the supervision of a certified administration referee.
Complete the Application for Certification form and have the Evaluation portion filled
in by the certified Administrative Referee or Referee who worked the meet you processed.
This completed form is to be forwarded to the Section Officials Chair of Southern
California Swimming in which you reside (refer to the current SCS Swim Guide
for the correct name and address).
Re-certification: Requires passing the required tests for the position you are
re-certifying for, maintaining your current non-athlete membership with USA Swimming,
working at least one meet during the calendar year at your highest level of certification,
and attending at least one clinic per calendar year. Submit the log portion
of the Certification Form to the Section Officials Chair of Southern California Swimming
in which you reside (refer to the current SCS Swim Guide for the correct name and address).
